Roman Golovchenko: all Belarusian enterprises work, some have groups of protesters

18.08.2020. All enterprises of the real sector of the economy are operating normally, some of them have groups of protesters, Prime Minister Roman Golovchenko told reporters. "Today, all enterprises in the real sector of the economy are operating normally. Conveyors are not stopped anywhere, people are working - this is an absolutely real situation. Indeed, at some enterprises there are groups of protest-minded employees who, perhaps, are unhappy, and they thus express their position in relation to what is happening. But what is especially sad, they are trying to involve others, "said Roman Golovchenko. The head of the government believes that "the majority of representatives of labor collectives want to work and understand that this is a pernicious path - such illegal actions."

"Indeed, the Constitution provides for the right to strike (Article 41). But this is a strike to resolve a collective labor dispute in case of violation of workers' rights, violation of an employment contract. If some conciliatory mechanisms have not worked, then the collective has the right to declare it in full accordance with The Constitution, "the Prime Minister noted.

At the same time, he said that if the strike procedure provided for by law is violated, then there can be no talk of any strike. “Therefore, 20, 30 people, maybe 50, 100, even 200 people do not have the right to speak on behalf of the entire enterprise and, moreover, to involve other workers in a strike or some other protest action. This, by the way, is a punishable act This is an obstacle to the work of the enterprise, a violation of its rhythm of functioning, that is, the enterprise incurs losses, - said Roman Golovchenko. - If such facts are, accordingly, the people who caused the losses will also be liable according to the law. This damage can be digitized and will be digitized. "

The prime minister believes that "small groups of people are trying to pass off their protest moods as a mass movement." In his opinion, the situation is not at all like that. “People want to work, they want to earn money. In communicating with labor collectives, the thought is clearly traced: even if someone showed a different civic position, made a different choice, this should not be mixed with the work of the economy. Because we are an open economy, we must work at full speed, otherwise we will simply be thrown to the sidelines, "he said.

Roman Golovchenko noted that any downtime - for technical reasons or for strike reasons - will bring direct losses not only at a particular moment due to the fact that products will not be produced. "Thus, with our own hands, we can clear the way for our competitors, who are just waiting for us to slow down. Now competition is a fierce struggle for the market. Therefore, it is very generous on our part to give such gifts to our competitors," the head of government is sure...

He also spoke about the situation at Belaruskali. “Due to the fact that some of the people could not decide whether they were going to work or go to the square, there was a certain decrease in volumes. This was immediately taken advantage of by our competitors, the same Uralkali, which gladly increased the volume of supplies, - said the Prime Minister. - Because the world potassium market is limited. If someone starts to produce less, immediately someone starts to produce more. And try to win this share back. The same situation is for all other commodity items. "

"Therefore, some people, perhaps, on emotions perceive something. But when in intelligible, simple words it is explained what losses the enterprise incurs, how this ultimately affects the position of a particular employee, wages, bonuses, then the realization that we need to lower the degree a little and forget about loud words, "added Roman Golovchenko.

According to him, now there are no consequences for the economy from protests at enterprises. "At the moment, there are no negative consequences, because not a single enterprise has been stopped, they are all working in a regular mode," the head of the government informed.

"Belaruskali," Grodno Azot "... But again these are separate areas, and so far we cannot say that any damage has been caused. If some enterprise stops completely, of course, this damage can be digitized in the amount of unreleased There is no talk of this yet. There is no reason to say that the national economy has suffered any losses or losses, "Roman Golovchenko said.

At the same time, the government calculated the losses for each large enterprise in the event of a work stoppage. "These figures have been brought to the attention of labor collectives so that they understand: naturally, this cannot but affect the material situation of the workers themselves. Because we have salaries: how much I earned, so much I received," the Prime Minister said.

“I am sure that such a time (to voice the losses of enterprises. - Approx. BelTA) will never come. Because on some first post-election wave, emotions were overflowing. picture, no matter how someone wants to present the situation in a different way, "he added.

Roman Golovchenko believes that small groups of people at enterprises "are trying to stir up the situation." “But I will emphasize, without threatening anyone, without intimidating anyone: there is order. Everyone is in favor of the law being observed, we are also for this. There are internal labor regulations, there is a Labor Code, everything is spelled out there. Including explanatory work. As is customary to say, no one will become a victim of the regime, - said the head of the government. - The management of enterprises will have to act according to the law, according to the Labor Code. Anyone who does not want to start work will have to vacate a place. "
